Tax return query - expenses one year and income the year after

Can anyone please help - i've had a query from someone to do their tax return that only did two jobs as a decorator so I was hoping it was straight forward and then they became a carer for family! They registered self employed Oct 21 and received some kind of government grant for a few months while training, they had expenses for the next few month but the income wasnt invoiced or received until 22/23 tax year - July 22. Do I need to do a tax return for 21/22 as there was no income? do the government grants for self employed count as taxable income does anyone know? He has obviously left this all very last minute if one is required! Thanks
