I have just been preparing for B3 and I am confused by one of the items. Is servicing a vehicle & new tyres zero-rated? I can't find anything on the HMRC website to either confirm or refute this.

I am indeed dim. The *supplier* is not registered for VAT and therefore there is no VAT on the transaction. Reminder to myself: READ THE QUESTION!
