VAT incurred on purchase from EU

If a uk business incurs vat from a  eu business..can they claim it back?  The purchase is for an item that was for resale here in the UK. The invoice is in euros. 

 

If they can..how is this done?

 

Thank you..I have read conflicting advice on what should  be done.

You can only reclaim UK VAT on a UK VAT return. There are other ways to reclaim the VAT from EU I believe (see HMRC) but not on a UK VAT return.
